Wondering how specific you must be on closed session agendas - I know you have to reference the Wis. State Statute which is the reason for the closed session but should you list a short description to go along with it? For example - land purchase - should you list where the land purchase is located or just say "land purchase". I thought you had to list "what" so that the general public is made aware of what is happening and it is clear to them but listing "land purchase" would be very vague and could mean anywhere.

I wouldn't list too much detail, especially when it comes to land purchases. You wouldn't want someone else to sweep in and raise the price on you. It's one of the reasons that is allowed to be discussed in closed session. At my current City we will list as much detail as possible without causing undue hardship, for example, hiring an employee we would list the statute section and then state to discuss hiring of XXXX at a rate of XXX. If it was a land purchase I would only put land purchase.
I agree with Amber, in that you should list as much detail as possible. In your example, is the land being purchased for something specific and if so, is the public aware of it? We are looking at purchasing land for a new Police Building and the public is very aware that we are thinking about that. Our Closed Session agendas indicate that we are discussing the possible purchase of land for a Police Building.
Land, legal, labour - too much info leads to lawsuits.
In MN you would at least need an address or description of the property.
